Mrs. Starks is the beloved mother of Stephanie Richardson (Ricky), Carey Phillips (Jacqueline), Cecily Johnson (Herbert) and Demal Brown. Sister of Julius Phillips; Mrs. Starks was also a niece, aunt, grandmother, great-grandmother and cousin.
